Pembentukan Puskesmas Percontohan untuk Pelayanan Kesehatan yang Lebih Baik di Era JKN
Abstract
Latar Belakang: Pembentukan satu Puskesmas percontohan di setiap Kabupaten/Kota. Dalam mewujudkan hal tersebut diatas perlu didukung dengan keberadaan Puskesmas sebagai fasilitas pelayanan kesehatan tingkat pertama yang ideal untuk memberikan pelayanan kesehatan yang lebih baik di era Jaminan Kesehatan Nasional (JKN). Puskesmas ideal tersebut akan digunakan sebagai percontohan untuk pengembangan Puskesmas lainnya dalam upaya mewujudkan pelayanan kesehatan yang berkualitas dengan tetap mengedepankan upaya promotif dan preventif.
Metode: Metode yang digunakan dalam pembentukan Puskesmas Percontohan ini adalah riset implementatif. Instrumen yang dibangun untuk monev Puskesmas Percontohan akan dibuat secara elektronik berbasis aplikasi web.
Hasil: Dalam membentuk Puskesmas Percontohan ini didukung oleh para pemangku kepentingan (stakeholder) terkait. Peran dinas kesehatan kabupaten/kota dalam membentuk Puskesmas Percontohan akan di monitoring dan evaluasi secara elektronik, agar proses dapat mudah dipantau, sehingga kendala/hambatan yang ada nantinya dapat didiskusikan atau diatasi bersama dengan Dinas Kesehatan Provinsi dan atau Kementerian Kesehatan.
Kesimpulan: Proses pembentukan Puskesmas percontohan di kabupaten/kota dilaksanakan melalui pembinaan secara berjenjang. Peran dinas kesehatan kabupaten/kota sangat penting, karena Puskesmas adalah unit pelaksana teknis dinas kesehatan (UPTD).
Background: Establishment of a pilot health center in each district / city. In realizing the above, it is necessary to support the existence of Puskesmas as a first-rate health care facility that is ideal for providing better health services in the era of National Health Insurance (JKN). The ideal Puskesmas will be used as a pilot for the development of other Puskesmas in an effort to realize quality health services while promoting promotive and preventive efforts.
Method: The method used in forming the Pilot Health Center is implementative research. The instrument built for monitoring and evaluation Puskesmas Pilot will be made electronically based on web applications.
Results: In forming the Pilot Health Center, it was supported by relevant stakeholders. The role of district / city health offices in forming Pilot Health Centers will be electronically monitored and evaluated so that the process can be easily monitored, so that existing constraints / obstacles can be discussed or addressed together with the Provincial Health Office and or the Ministry of Health.
Conclusion: The process of forming a pilot health center in the district / city is carried out through tiered guidance. The role of the district / city health office is very important, because the Puskesmas is the technical service unit for the health department (UPTD).
