Evaluasi Program Inovasi “Ngasi Kuy” dalam Upaya Peningkatan Capaian Pemberian ASI Eksklusif

Latar Belakang: Salah satu program peningkatan capaian ASI Eksklusif adalah program inovasi “Ngasi Kuy” yang sudah berjalan sejak 2018 sampai dengan sekarang. Berdasarkan data Puskesmas Kota Karang, capaian ASI eksklusif masih rendah yaitu 67% dari target 100% pada tahun 2022. Penelitian ini memiliki tujuan guna mencari tahu secara mendalam evaluasi program inovasi “Ngasi Kuy” dalam upaya peningkatan capaian pemberian ASI eksklusif di Puskesmas Kota Karang.
Metode: Penelitian ini menerapkan metode kualitatif melalui pendekatan studi kasus. Informan pada penelitian ini sejumlah 12 orang yang terdiri dari kepala Puskesmas, pemegang program ASI Eksklusif, petugas KIA, petugas promkes, 3 kader pendamping ASI, dan 5 ibu menyusui. Instrumen penelitian ini ialah pedoman wawancara, lembar checklist, perekam suara, dan kamera. Pengumpulan data mempergunakan teknik wawancara mendalam, FGD, serta observasi. Penelitian ini menggunakan triangulasi sumber data, metode, dan waktu.
Hasil: Hasil penelitian menunjukkan bahwa belum tercapainya angka capaian pemberian ASI eksklusif dikarenakan kurangnya tenaga konselor ASI, sarana dan prasarana yang belum memenuhi standar, kurangnya kesadaran masyarakat, dan kurangnya partisipasi ibu untuk mengikuti penyuluhan.
Kesimpulan: Tujuan program “Ngasi Kuy” adalah untuk meningkatkan capaian pemberian ASI eksklusif di Puskesmas Kota Karang. Program ini sudah berjalan sesuai SOP, monitoring program sudah berjalan dengan baik. Masih kurangnya tenaga konselor ASI, sarana dan prasarana yang belum sesuai standar serta belum adanya kegiatan khusus penyuluhan ASI eksklusif menjadi kendala dalam pelaksanaan program. Hambatan dalam kegiatan program adalah kurangnya kesadaran masyarakat, kurangnya dukungan keluarga, pekerjaan ibu, dan kurangnya partisipasi ibu untuk mengikuti penyuluhan menjadi penyebab capaian pemberian ASI eksklusif masih belum mencapai target.

Abstract
Background: One of the programs to increase the achievement of exclusive breastfeeding is the "Ngasi Kuy" innovation program which has been running since 2018 until now. Based on data from Kota Karang Health Center, the achievement of exclusive breastfeeding is still low, with 67% of the target 100% in 2022. This study aimed to investigate the "Ngasi Kuy" innovation program's evaluation in-depth in an attempt to raise Kota Karang Health Center's exclusive breastfeeding achievement rate.
Methods: This study was a case study approach combined with a qualitative method. There were 12 informants in this study. The instruments in this research were an interview guide, checklist sheet, voice recorder, and camera. Data was obtained by using in-depth interviews, FGD, and observation techniques. This research used data source, method, and time triangulation.
Result: The results of the research showed that the achievement rate for exclusive breastfeeding had not been achieved due to a lack of breastfeeding counselors, facilities, and infrastructure that were not fulfilled, a lack of public awareness, and a lack of maternal participation in taking part in counseling.
Conclusion: The "Ngasi Kuy" program aimed to increase exclusive breastfeeding outcomes in Kota Karang Health Center. There was still a lack of ASI counselors, facilities, and infrastructure that were not up to standard and there were no special exclusive breastfeeding counseling activities so that became an obstacle in this program implementation. The obstacles that occur in this program activities were lack of public awareness, lack of family support, mother's job, and lack of mother's participation in attending counseling so that exclusive breastfeeding achievements had not reached the target yet.
